“Beginning in fiscal year 2027 and for each fiscal year thereafter, the sum of $300 for each full-time student in this state enrolled in the university system of New Hampshire, who is also eligible for an in-state tuition rate is hereby appropriated to the university system of New Hampshire for the purpose of reducing in-state tuition costs for qualifying students.”
