“The division of motor vehicles shall establish a 5-year registration program whereby qualified registrants, according to paragraph II, may elect a common quinquennial expiration date for all vehicles in the same fleet.”

“Motor vehicles registered pursuant to the 5-year fleet registration program shall be issued registration credentials for a period of 5 years.”
