“An applicant for a facility license with a pending application may amend the application to reflect a change in the physical address of the proposed facility, provided that:”

“The applicant shall notify the lottery commission in writing of the new address and submit any documentation required by the commission to demonstrate compliance with this section.”

“Upon receipt of such notice, the lottery commission shall have not less than 90 days to evaluate the new address and incorporate its findings into the decision on the pending application.”
