“The management of the authority shall be vested in a board of 9 [7] directors to be appointed as follows:”
Section 1
“A minimum of 5 [4] affirmative votes shall be required for any action of the board, except for the adoption of land use controls, which shall require 6 [5] votes.”

“The member appointed in this manner shall be a resident of Strafford county and shall serve an initial term of 2 years beginning June 1, 1993.”
