“A registered service technician who tests, adjusts, repairs, certifies, rejects, adds, removes, or replaces [installs, services, repairs, reconditions, tests, or calibrates] a commercial weighing or measuring device shall state certify [seal] said device in a manner approved by the commissioner, except that electric vehicle charging stations shall only be state certified by a weights and measures official.”
