Governor's veto message

Agriculture is an important part of our state's economy and heritage, and I appreciate the bill's intent to provide additional meat processing access for small farmers and producers. Unfortunately, this proposal violates the federal Meat Inspection Act as confirmed in a letter written to the Commissioner of Agriculture Shawn Jasper by Acting Administrator of the Office of Investigation, Enforcement, and Audit Food Safety and Inspection Service of the USDA. New Hampshire has not established its own Meat and Poultry Inspection Program and therefore, the state relies on federal inspection of these products.
Gov. Kelly Ayotte · Jul 10, 2026 · excerpt

Analysis

This bill exempts meat and meat food products slaughtered and prepared in state for sale in state from certain inspections.

From the bill's official ANALYSIS section.

In the bill's words

Quoted verbatim from the bill as passed by both chambers.

No more than the following number of animals shall be processed per month under this paragraph: (a) Three cattle. (b) Five swine. (c) Ten sheep or goats, or a combination thereof.
RSA 427:2-a, V

This sets the monthly volume caps that limit the on-farm processing exemption the bill creates for cattle, swine, sheep, and goats.AI-generated

The slaughter of bison, elk, [or] red deer, cattle, swine, sheep, or goats on a farm for purposes of sale, as provided in RSA 143-A:5, IX, shall be exempt from the provisions of this subdivision requiring inspection of the slaughter of animals
RSA 427:2-a, IV

This is the core exemption, allowing on-farm slaughter of the added livestock species for sale without state inspection of the slaughter.AI-generated

The licensed restaurant shall clearly label any menu item containing uninspected cattle, swine, sheep, or goat with the following statement: "This product was initially processed at the farm and is exempt from state inspection."
RSA 143-A:20, III-a

The bill requires restaurants to disclose on the menu that uninspected farm-processed meat is exempt from state inspection.AI-generated

When the bison, elk, [or] red deer, cattle, swine, sheep, or goat is slaughtered in a humane method, as defined in RSA 427:33, III, by the owner [or], the owner's full time or seasonal employee, or the owner's agent.
RSA 427:2-a, IV(b)

The bill conditions the exemption on humane slaughter and, as amended, allows the owner's agent (not only the owner or employees) to perform it.AI-generated
