“Except as provided in paragraphs XIII and XV, all prizes, tokens, or awards used, given, offered or awarded in connection with any game or series of games conducted on one game date shall not exceed the total value of [$4,000] $5,000, up to $500 of which may be provided by the commercial hall.”
