“Each RCTEA shall include a calendar conformity agreement to comply with RSA 188-E:5, VII(a) and (b) by aligning the school calendars of sending [schools] districts with the school calendars of CTE programs at the receiving [school] district.”
“Each RCTEA shall develop a CTE access program ("program") by January 1, 2026, to allow students from sending districts to enroll either part-time or full time in non-CTE courses at the receiving district.”
“Students attending a non-public school or chartered public school, the location of which is in closer proximity to a regional CTE center than the school to which their district of residence would send students for CTE, may enroll in the regional CTE center in closer proximity to the non-public school or chartered public school the student attends.”
“Agreements shall minimize schedule conflicts to better support CTE students with as many hours as possible to fulfill their program requirements.”

“Resident students should not be crowded out of being able to take CTE courses by students from charter schools, private schools, and school vouchers.”
“Students from private schools, charter schools, and voucher programs should not be given preference over residential public school students to take technical training courses that can help them get jobs.”
“I strongly support increased access to technical education, but not at the cost of crowding resident students from academic classes in their own school.”
“This letter is submitted on behalf of NHCTA with the goal of detailing how individual proposals and proposals collectively impact career and technical education.…”
