“A pharmacist, in good faith and in the course of his or her professional practice, may sell, [and] dispense, and administer controlled drugs exempt under the Comprehensive Drug Abuse Prevention and Control Act of 1970, as amended, and federal food and drug laws from prescription requirements.”
